History

            The Central Secretariat Stenographers Service (CSSS) is one of the Central Secretariat Services.  The service was constituted in 1951 to cater to the stenographic requirements in the Central Secretariat and Attached Offices.  Prior to Government’s decisions on the recommendations of the Second Pay Commission (implemented w.e.f. 1st July, 1959), the Central Secretariat Stenographers Service consisted of the following  three grades :

2.            Grade III was introduced w.e.f. 1st Dec., 1951 and Grades I & II from 1st May, 1955.  The entire service was a Class II service.  Grade I had gazetted status and Grades II & III were non-Gazetted.              

 

3.           The revised structure of CSSS, after acceptance of the recommendations of the Second Pay Commission, consisted of the following two Grades:-

4.          Appointments to Grade I were made by merit based promotions of permanent Officers of Grade II.  Recruitment to Grade II of the Service was made through Competitive Examinations conducted by the UPSC.

 

5.          The Government subsequently re-organized the Central Secretariat Stenographers Service w.e.f. 1-8-1969, with the following grades:-

6.            On the recommendations of the 4th Pay Commission, Grades ‘A’ & ‘B’ were merged into a single grade in the pay scale of Rs. 2000-3500 (now Rs. 6500-10500) w.e.f. 1.1.1986.

 

7.            To provide further promotional avenues for the members of CSSS, a new grade in the pay-scale of Rs. 3000-4500 (PPS) was introduced in October, 1987 by upgrading the posts of Private Secretary to the Secretaries to the Government of India and equivalent officers in pursuance of the recommendation of the 4th Pay Commission.

 

8.            In pursuance of the recommendations of the 5th Pay Commission, 65 posts of PS (Grade ‘A’ & ‘B’ Merged) were upgraded to the level of PPS (Rs. 10,000 – 15,200) w.e.f. 3.8.1998.  In addition a new grade of Sr.PPS in the pay scale of Rs. 12000-16500 was created and 58 posts of PPS (Private Secretary Grade) were upgraded w.e.f. 25.1.999, with a view to provide promotional avenues to PPS of CSSS.
